国际劳工标准主要针对劳动密集型产业,发起国主要是中国的重要贸易伙伴,因此对中国的影响最大。它的不利影响是加剧劳动密集型产能过剩、威胁中国企业的竞争力;有利影响是节约司法成本、促进产业升级和增长模式转变。中国有四种应对策略,即回避策略、联合策略、自主策略和适应策略。中国提高劳工标准是可行的。理由有三:一是工资水平有上升空间;二是不会加剧失业问题;三是受产业粘性、自然条件和人口效应的影响,中国国际竞争力不会大幅度下滑。
International labor standards are mainly targeted at labor-intensive industries. The sponsoring country is mainly China's important trading partner and thus has the greatest impact on China. Its adverse impact is to aggravate labor-intensive overcapacity and threaten the competitiveness of Chinese enterprises. The favorable impact is to save judicial costs, promote industrial upgrading and shift growth patterns. There are four coping strategies in China, namely evasion strategy, joint strategy, autonomous strategy and adaptation strategy. China to improve labor standards is feasible. There are three reasons for this: First, there is room for wage increase; second, unemployment will not be aggravated; third, due to the influence of industrial viscosity, natural conditions and population effects, China's international competitiveness will not substantially decline.
