针对绥中电厂专用铁路的经营需求,沈阳铁路局直属多元化经营企业沈阳铁道锦州铁兴集团公司经与绥中电厂协商,决定独立承揽企业专用铁路的运输管理业务。通过分析运营管理模式的选择,签订委托合同,设立管理机构,加强机制建设,实现了绥中电厂、铁路运输企业和铁兴集团公司“三赢”。在总结经验的基础上,提出规范开展企业专用铁路的代维修、代运营工作的有关建议。
In view of the operation demand of special railway for Suizhong Power Plant, Shenyang Railway Bureau Jinzhou Tiexing Group Co., Ltd., a diversified operating entity directly under the Shenyang Railway Administration, negotiated with Suizhong Power Plant to decide on an independent contract for the transportation management business of the special railway for enterprises. By analyzing the selection of operation and management modes, signing commissioned contracts, setting up management institutions and strengthening the mechanism construction, the Company achieved “three wins” in Suizhong Power Plant, railway transport enterprises and Tiexing Group Company. On the basis of summing up experience, put forward the relevant norms that regulate the generation of maintenance and generation of enterprise-specific railways.
