长江港监引航站是交通部设置在长江干线行使国家航行主权,对外国籍船舶实施强制引航,对中国籍船舶提供引航服务的引航管理机构。早在70年代,一些航运企业退离休和闲散驾引人员就自行承接辽、鲁、浙、闽等省沿海进江船舶的引航,那时没有引航管理组织,没有统一费收标准,造成了运输市场和水上航行秩序的混乱。随着改革开放和航运事业的蓬勃发展,直至1981年6月8日经交通部港务监督局批准,正式成立了长江港监南京分局引航站,开始了由国家统一组织的引航管理,并于1983年5月8日第一艘巴拿马籍外轮“日本商人”停靠张家港开始,实施了外国籍船舶的引航工作。尽管这一时期,引航管理缺乏经验,内部制度不完备,但港监各级领导引航站的创建意识,每一个引航员艰苦拼搏的创业精神,形成了强有力管理的精神支柱。1983年5月至1986年6月,长江对外开放的江苏段四
