安徽历史上就是毒品违法犯罪活动的重灾区,《古沈风貌》记载,清末民初安徽一些地方是“买卖鸦片的集散地,吸食大烟者极为普遍,沾染此习者无计其数,种植鸦片的农户高达百分之八十以上”。解放后曾一度绝迹,但在社会转型经济转轨期间,毒祸再次死灰复燃。到90年代,全省大部分地区都出现不同程度的种植,每年都要铲除数万株。到1994年被列为全国毒品问题较严重省份之一。1995年出现临泉县陈集镇非法种植罂粟现象,受到全国禁毒办批评,安徽省委省政府通报。1996年来安县半塔镇又出现大面积种植,省委省政府对此十分重视,立即指示有关部门痛下决心,采取果断措施,狠抓大抓,终于一年大变样。1997年全国性的声势浩大的禁毒专项斗争中,安徽没发现一块大面积种植,零星种植的铲除数是往年的3.2%。这充分说明,一直困扰安徽多年的非法种植罂粟问题现已基本得到解决。1997年为什么会出现这样好势头、好局面呢?据笔者从事十多年的禁毒工作体会看:
History of Anhui Province is the hardest hit by drug-related criminal activities. By the 1990s, most parts of the province were planted with different degrees of cultivation, and tens of thousands of strains were eradicated every year. By 1994, it was listed as one of the more serious drug-related provinces in the country. In 1995, there was a phenomenon of opium poppy cultivation in Chenji Town, Linquan County, which was criticized by the National Drug Control Office and informed by the provincial government of Anhui Province. In 1996, there was another large-scale planting in Banta Town, Laian County. The provincial party committee and government of the province attached great importance to this and immediately instructed the relevant departments to make painstaking efforts and take decisive measures. In the monstrous anti-drug special campaign nationwide in 1997, Anhui did not find a large area planted. The number of scattered eradication projects was 3.2% of the previous year. This fully shows that the problem of illicit cultivation of opium poppy that has plagued Anhui for many years has now been basically solved.
