(一)华东第二次农林工作会议所通过的一九五一年农业生产计划纲要,已经本委员会批准公布。纲要规定一九五一年华东区农业生产的方针是:巩固一九五○年的丰收水平,力争增产粮食,扩大植棉;保护与繁殖耕畜;普遍护林,重点造林;广泛号召群众植树;恢复与发展蚕丝、蔴、烤烟、茶叶(多制红茶,少制绿茶。)等工业原料及特产作物、协助有销路的农村副业生产。其中增产粮棉的具体任务是:全区粮食生产
