无线电管理机构既是政府的资源管理部门,又是行政执法部门。我国加入世界贸易组织,对无线电管理工作提出了更新、更高的要求。各级无线电管理机构必须与时俱进,更新观念,加强队伍建设,提高管理水平。一、要以 WTO 相关原则和规则为准则,更新观念,转变职能。一是要加大改革开放的力度。改革开放20多年来,我国的现代化建设取得了举世瞩目的成就,国民经济持续快速发展,综合国力不断增强,人民生活水平明显提高。但是,我国过去的改革开放是局部的、有限制的,对比WTO 的原则和规则,还有很大差距。要实现我国政府的入世承诺,真正做到与国际接轨,我们必须进一步更新观念,加大改革开放的力度。一方面要在认真遵守 WTO 的权力与义务平衡原则的同时,以更加积极的姿态参与国际经济;另一方面,要深刻认识机遇与挑战共存的现实,充分利用入世后的过渡期,抓紧做好各项应对工作。二是要加快管理模式更新的步伐。无线电管理要改变以经验管理、压制管理为核心内容的传统管理模式,代之以现代管理的模式,将主要注
