基于当前职务犯罪案件线索比较匮乏、线索成案率低的实际情况,如何突破职务犯罪案件线索来源的困境,有效的提高侦查工作的办案效率和办案质量,是我院乃至各市基层检察院反贪工作面临的一大新挑战。机遇与挑战并在,作为基层检察院的反贪局应转变“等、靠、要”的被动收集线索模式,变更为主动出击自主掌握模式,将获取案件线索的思想贯穿于整个侦查过程的始终,从而提高职务犯罪案件线索的可查性、成案率,这是基层检察机关当前及今后反贪工作的核心,也是对职务犯罪侦查理论深入研究的重要课题。
Based on the lack of clues in the current job crime cases and the low rate of clues in filing crimes, how to break through the dilemma of clues to the source of job-related crimes and effectively improve the handling efficiency and the quality of case-handling in investigation work are the challenges faced by the procuratorate’s anti-corruption work at the grass- A big new challenge. Opportunities and Challenges In addition, the Anti-Corruption Bureau, as a grassroots procuratorate, should change the mode of passive collection of clues, such as “rely on and want,” and transform itself into a model of taking the initiative to master the autonomy and take the idea of obtaining clues to cases throughout the investigation process Therefore, the census and the rate of filing of job-related crimes have been improved. This is the core of the current and future anti-corruption work of procuratorate organs at the grass-roots level. It is also an important issue for further study on the investigation of duty crimes.
