浙江省嵊州市白莲堂社区的工作人员在实践中发现,很多居民的社区意识淡漠,不愿意配合居委会开展社区工作,对于这部分居民,社区工作人员只能耐心地说服其配合工作。相反,对于一些积极支持社区开展工作的居民,社区也没有任何激励措施。这样长时间下来,居民们的社区参与度就会逐渐下降。为了解决这个问题,更好地服务居民,白莲堂社区于2006年9月开始推行积分卡制度,有效地调动了居民参与社区工作的积极性,社区工作也取得了事半功倍的效果。
In Zhejiang Province Shengzhou Bailian Church community practitioners found that many residents indifferent community awareness, do not want to cooperate with neighborhood committees to carry out community work, for this part of the residents, community workers can only patiently persuade them to work with. On the contrary, there are no incentives for communities that actively support the community in their work. For a long time, residents’ community participation will gradually decline. In order to solve this problem and serve residents better, the Bailianntang Community started implementing the scorecard system in September 2006, effectively mobilizing the enthusiasm of residents to participate in community work and achieved a multiplier effect in community work.
