引黄工程目的有两个,一个是为了灌溉,计划浇溉新乡、获嘉、汲县和延津四县的农田约四十万亩。另一个是为了济卫,增加卫河水量,以增进新乡至天津间的航运。引水地点在京汉路黄河铁桥上游北岸,筑闸引水。总干渠从黄河边进水闸起至新乡卫河边止,共长五二公里,最大输水量为四○秒公方。西干渠自忠义车站南起至永康卫河边,长约三十公里。东干渠自小冀车站东北起至汲县卫河边,长亦约三十公里。两渠计划最大输水量为一四·○秒公方。灌溉区域在铁路以西者,南起忠义车站,北抵卫河边,西达获嘉城东,东至铁路边,灌田约计二○万亩。在铁路以东者,西起田庄,东到汲县城,南抵黄河废堤,北至卫河边,灌田亦约计二〇万亩.关于济卫航运方面,计划输入卫河水量一七·〇秒公方,使衛河經常保持二〇秒公方的水量,希望在河道整理以后,可以航行二〇〇噸汽船.全部工程費用據粗略估計需小麥三一五一萬市斤,計劃於一九五〇及五一兩年間完成.將來渠成之后,只灌溉一項,每年即可增產糧食小麥一四四〇萬市斤,及雜粮九九二万市斤,两年增益即可抵足工程费用.至于航运利益及渠道上水力与其他间接利益,还未计算在内.
