人才培养的目标和计划是企业经营管理的重要文件,是人力资源规划管理的基本依据。本文从作为国有企业中的钢铁行业角度入手,主要探讨在国家淘汰落后产能、市场竞争日趋激烈、企业面临转型升级的重大调整的大背景中,企业面对持续低迷的市场、岌岌可危的资金压力及居高不下的产量等问题时,浅谈统筹、科学制定各类人才培养目标计划的重要性、以及通过调查研究、明确基本原则、统筹兼顾的方式来完成此目标计划的具体措施。以此来推进企业人才兴业战略和人才计划的深入实施,促进各类人才队伍建设,更好地服务企业又好又快发展,不断提升企业核心竞争力。
The goal and plan of personnel training is an important document of business management, which is the basic basis of human resources planning and management. Starting from the perspective of the steel industry in state-owned enterprises, this paper mainly discusses the financial pressures of precarious financial markets in the context of the national phase-out of backward production capacity, the increasingly fierce market competition and the major readjustment of enterprises in the process of restructuring and upgrading. When it comes to such issues as high production volume and high yield, the importance of co-ordinating and scientifically formulating plans for various types of personnel training and the specific measures for accomplishing this goal through surveying and researching, clarifying the basic principles and making overall plans are taken into consideration. In this way, we will promote the implementation of the talent strategy and talents plan of enterprises, promote the construction of all kinds of qualified personnel, serve for the sound and rapid development of enterprises, and constantly improve their core competitiveness.
