在国家与社会的关系发展中,政权与社会舆论群体之间的关系是主要表现。俄罗斯帝国时期公民社会的形成正是国家与社会之间相互作用的结果。俄罗斯国家的进步与倒退同国家政权与社会舆论之间的配合程度几乎成正比关系,当国家政权与社会舆论之间达成共同的价值观或相互妥协时,俄罗斯国家和社会发展就呈现上升趋势;相反,当国家政权与社会舆论之间呈现敌对或互不退让状态时,俄罗斯国家则会出现混乱、动荡不安的态势。
In the development of the relations between the state and society, the relationship between the political power and the community of public opinion is the main manifestation. The formation of civil society during the Russian Empire was precisely the result of the interaction between state and society. The progress and regression of the Russian state are almost in direct proportion to the cooperation between the state power and the public opinion. When the state power and the public opinion reach common values or compromise, the development of the country and society in Russia shows an upward trend. On the contrary When confrontation or non-refusal of state power and public opinion appears, the state of Russia will experience chaotic and turbulent situations.
