进入新世纪,海西州经济发展也开始进入一个新阶段。加入世贸组织,预示着我国对外开放进入新的阶段,将在更大范围、更深程度上参与经济全球化进程;党的十六大召开,标志着我国将开始迈向完善社会主义市场经济体制的新阶段;全面建设小康社会的目标的确立,需要经济运行质量向高梯度发展;全州经济经过“十五”前四年结构调整已初见成效,具备了经济结构调整向纵深发展的条件。所有这些都标志着经济的发展环境已经发生了深刻变化,需要从“新阶段” 的战略高度来把握经济发展方向,促进结构调整向纵深发展。
