为了贯彻落实江泽民总书记等党和国家领导人对“大抓植树造林,治理我国水土流失,建设生态农业”问题和“再造一个山川秀美的西北地区”作出的重要指示,水利部和中国水土保持学会组织有关专家,于1997年10月11日～14日赶赴在沙棘治理砒砂岩方面取得很大成就的内蒙古伊克昭盟进行了为期4天的实地考察.这次考察就沙棘这一极具生态、经济价值的灌木树种在这类地区的水土保持、荒漠化防治、生态农业建设及江河治理、群众脱贫致富等方面的地位和作用进行了深入地研讨和考察,现将有关情况报告如下.
