交通运输系统的管理问题是城市管理中的难点问题,而管理方法的选择又是交通运输管理的首要问题。本文运用系统科学方法以确定交通运输系统的宏观、中观和微观三个层次,其系统特性为:复杂巨系统、类组织、需求柔性和供给刚性。基于此,给出交通运输管理方法的选择策略:要考虑系统的不同层次和系统特性,重视应用复杂性科学的理论和方法,综合运用自然科学与社会科学的多学科方法。
The management of transport system is a difficult problem in urban management, and the choice of management method is the primary problem of transport management. In this paper, we use the method of system science to determine the macro, meso and micro levels of transportation system. The system features are as follows: complex giant system, organization, demand flexibility and supply rigidity. Based on this, the strategy of transportation management is given. The different levels and system characteristics of the system should be considered. The theory and method of applying complexity science should be emphasized, and the multidisciplinary methods of natural science and social science should be comprehensively used.
