为了给祖国工业建设培养后备力量,提高现有职工的技术水平,以充分发挥生产的潜在能力,超额完成生产任务,必须采取多种多样的形式,有组织的、有领导的,而又是大规模的开展在职员工的业余技术教育,使员工都得到学习和提高的机会。为此,特拟定一九五三年地方国营工业在职职工的业余技术教育的工作计划(草案)如下:
