七届全国人大第五次会议即将审议的《妇女权益保障法(草案)》,是我国有关人权保障的系列立法之一。 酝酿准备历经十年 1983年,中共中央和国务院根据当时妇女权益有时受到侵害的情况,专门发布文件,要求全社会维护妇女儿童的合法权益。这以后,各级妇联组织成立了法律顾问处(小组),为广大妇女提供必要的法律帮助;各省、自治区、直辖市制定了保护妇女儿童的地方法规。 到1985年,全国妇联首先倡议制定一部全国性的妇女法,并组织了一部分法学界的专家学者,拟订了
