1955年10月,朱德总司令受党中央委托,处理海南军区工作中存在的问题。10月的一天,中南局第一书记兼广州军区政委陶铸,中南局第三书记兼广东省省长陈郁,广州军区司令员黄永胜,召集了原海南军区的前两届司令员和原政委、我(新任总司令)、新政委谢镗忠(原海南军区政治部主任)等到中南局招待所向朱总司令汇报工作,听取指示。在会上,朱老总对大家说:有两件事必须立即予以纠正。一是海南军区对海南岛做出的“将敌人消灭在水际和滩头”的备战方针不正确,应立即改变战备方针,否则会影响海南岛的保卫工作。二是海南军区把琼崖纵队投入种植橡胶园欠妥当,而且善后工作做得不周密,使有些老战士、伤残人员、红军家属未得到适当的安排。朱老总说中央决定拨200亿人民币(旧币)作为安置部队复员人员和伤残、老弱人员的安家费。会后,我立即提出了具体方案,组织各有关部门抓紧工作,在近半年的时间里对战备工作及对复员人员的善后工作,做出了妥善安排。工作完成后,我们将情况报告了广州军区,请总司令来海南岛视察。

At the meeting, CEO Zhu told everyone: There are two things that must be corrected immediately. First, Hainan’s military region made an improper preparation guideline for Hainan Island to “eliminate the enemy at the water edge and the beachhead,” and should immediately change its combat readmission policy. Otherwise, the security work on Hainan Island will be affected. Second, the Hainan Military Region put the Qiongya column into planting rubber plantations, and the aftermath of the accident did not do well, leaving some veterans, the disabled and the Red Army relatives unsuccessful. Zhu said that the central government decided to allocate 20 billion yuan (old currency) as a settlement allowance for the resettlement of demobilized soldiers and disabled and infirm personnel. After the meeting, I immediately put forward a specific plan to organize relevant departments to work hard and make proper arrangements for combat readiness and the aftermath of the demobilization in the nearly six months. After the work was completed, we reported the situation to the Guangzhou Military Region and asked Commander-in-Chief to visit Hainan Island.
