第二次世界大战期间,香港到处颓垣败瓦。1945年8月30日日军占领结束后,重建城市和安置从中国大陆回港的居民成为当务之急。1947年4月1日,当时的工务司署辖下成立首个城市设计组,以协助执行安置计划,并拟订全港发展的规划总纲。城市设计组于1951年解散,但随即于1953年1月1日重组为设计科,隶属于当时工务局属下的地政测量处,负责执行法定规划工作和协助推行房屋
During the Second World War, Hong Kong was completely destroyed. After the Japanese occupation on August 30, 1945, the reconstruction of the city and the resettlement of residents returning from mainland China became a priority. On April 1, 1947, the then Ministry of Public Works established the first urban design team to assist in the implementation of the resettlement plan and draw up a plan for the development of the whole territory. The Urban Design Team was dissolved in 1951 but was reorganized into a design department on January 1, 1953. It was affiliated with the Lands Survey Department under the then Works Bureau responsible for carrying out statutory planning work and assisting in the implementation of housing.
