人才队伍是确保进出境动植物检疫工作体系有效运转的关键因素,针对经济社会的快速发展形势和动植检工作的实际需要,本文以进出境动植检从业人员的岗位资格管理为切入点,探讨了岗位资格管理的定义和内涵及实行的必要性,回顾并分析了岗位资格管理的发展沿革和目前存在的问题,初步建立了以“专业教育背景”、“工作能力”、“工作经历”为主要构成要素的三级岗位资格框架,并构建了动植检岗位资格管理规范。
