本文旨在建立一个能够比较与区分“传统”公地与“知识”公地的基础,提出了可区分两者的三个准则,即物品特性或资源系统、产权及政府管理模式。传统公地的最首要目标是有序开发、利用和为长期开发而进行资源保护;知识公地(特别是知识公地,如FLOSS、Wikis等)主要是一种工具,其目标是通过以信息共享为基础、以构建产品创新模式为目标的各种合作来增加和丰富信息资源池。
The purpose of this paper is to establish a basis for comparing and distinguishing between “traditional” public land and “knowledge ” land and to propose three criteria that distinguish the two: the item property or the resource system, the property rights and the government management mode . The most important objective of traditional commons is to develop, utilize and resource protection for long-term development. Knowledge Commons (especially knowledge commons such as FLOSS and Wikis etc.) is mainly a tool whose goal is to protect the public by using information Sharing, and various collaborations aimed at building product innovation models to augment and enrich the pool of information resources.
