The theory and practice put forward by the Fourth Plenary Session of the 16th Central Committee of the Party during the crucial period of reform and development are major developments and innovations and have certain historic significance. The conference is the development and innovation of the party’s ruling theory and practice; it proposes strategic foresight and strategic decision-making; and strengthens the party’s ability to govern.
