中国入世已整整两年,可谓感触颇多,这不仅是我个人的感受,更是所有关注中国发展人们的感受。记得2002年10月,联合国秘书长安南在浙江大学演讲时,高度评价中国近年来取得的进步,认为中国的经济增长速度使几乎所有其他国家都感到羡慕。他说,通过贸易和投资,中国正在建造通向全球的桥梁。加入世界贸易组织之后,中国更加全面参与国际社会的生活,开拓了经济合作的新机会。他说,中国许多公司按照全球契约倡议,已经同联合国建立了伙伴关系。全球契约倡仪提供了一个论坛,推动切实落实关于人权、劳工和环境的普遍原则。中国在同其他发展中国家进行技术合作方面发挥了开拓性作用。中国不仅在国外开设项目,而且在国内慷慨提供培训。如中国利用在杭州的一个地区水电中心培训发展中国家的人员,分享中国在可再生能源领域的宝贵经验。前几年,全球经济不景气,而中国则继续增长,像这样的国家寥寥无几。
It is not only my personal feeling that China has entered the WTO for a full two years, but it is all about feeling the development of China. I remember in October 2002, when UN Secretary-General Annan gave a speech at Zhejiang University, he highly commented on the progress made by China in recent years and believes that China’s economic growth has envied almost all other countries. He said that China is building a bridge to the world through trade and investment. After China joins the World Trade Organization, China has become more fully involved in the life of the international community and has opened up new opportunities for economic cooperation. He said many Chinese companies have already established a partnership with the United Nations under the Global Compact initiative. The Global Compact initiative provides a forum for the effective implementation of universal principles on human rights, labor and the environment. China has played a pioneering role in carrying out technical cooperation with other developing countries. China not only opens projects abroad, but also provides generous training at home. For example, China used its personnel in developing countries to train a regional hydropower center in Hangzhou to share China’s valuable experience in renewable energy. A few years ago, the global economy was sluggish while China continued to grow. Few countries like this one.
