共建“丝绸之路经济带”是一项造福西北五省区人民的大事业。其中旅游业是该区域经济发展的一大特色,对于带动整个西部地区的发展具有重要意义。而综合行政执法又是不同于普通行政执法,能够公正、高效规范旅游市场秩序的一项重大举措。通过对五大试点地区旅游综合行政执法模式进行分析,探讨“丝绸之路经济带”旅游综合行政执法的必要性与可行性,进而从机构设置、人员编制等方面对旅游业的发展提出建议,以期规范西北地区旅游执法活动,促进西北旅游业的发展。
Building a “Silk Road Economic Belt” is a major cause of benefiting the people in the five provinces and the northwestern provinces. Among them, tourism is a major feature of economic development in the region and is of great significance to the development of the entire western region. However, the comprehensive administrative law enforcement is a major move that is different from ordinary administrative law enforcement and can fairly and efficiently regulate the order in the tourism market. Through the analysis of the comprehensive administrative law enforcement mode in the five pilot areas, this paper discusses the necessity and feasibility of the comprehensive administrative law enforcement in the “Silk Road Economic Belt”, and then puts forward suggestions on the development of tourism from the aspects of organization establishment and personnel establishment , With a view to regulating tourism law enforcement activities in the Northwest region and promoting the development of tourism in Northwest China.
