近年来,未成年人违法犯罪现象已引起社会各界的广泛关注,而农村青少年犯罪骤升尤其令人担忧。近日,笔者翻阅了某县检察院近3年来向人民法院起诉的涉嫌青少年违法犯罪的刑事案件卷宗130件。这些案件中,涉嫌农村青少年犯罪的案件占整个青少年犯罪总数的66%,且以每年9.6%的速度递增。如此快速上升的农村青少年犯罪,不能不引起人们的深深忧虑。特点——触目惊心一是犯罪主体呈现低龄化趋势。上述130起刑事犯罪案件资料显示,农村青少年犯罪的年龄由3年前的17、8岁逐渐降低到14至16岁,这一年龄段占了犯罪总人数的61%。主要特点是犯罪动机简单,模仿性强,思想幼稚,容易感情用事,自制力差,一经引诱就会失足。
In recent years, the phenomenon of juvenile delinquency has caused widespread concern in the community. The rise of juvenile delinquency in rural areas is particularly worrisome. Recently, I have read through 130 cases of criminal cases involving juvenile delinquents who were prosecuted by people’s courts in the past three years in a county procuratorate. Among these cases, juvenile delinquency cases against rural areas accounted for 66% of the total number of juvenile delinquency cases and increased at a rate of 9.6% per annum. Such a rapid rise in rural youth crime, can not but cause deep concern. Features - shocking one is the main trend of the crime of showing the younger age. The above 130 criminal cases show that the number of juvenile delinquency cases in rural areas has been gradually reduced from 17 to 8 years old three years ago to 14 to 16 years old, accounting for 61% of the total number of crimes. Main features are simple criminal motivation, strong imitation, naive thinking, easy emotional, poor self-control, once lured will be lost.
