In the mid-19th century, both China and North America in the same latitude experienced a rare locust disaster nearly the same time, affecting the two countries to the depths: the locust plague that occurred during the Qing Xianfeng era in China was listed as one of the ten famine-stricken modern times, The locust disaster has overturned the conviction of new immigrants to conquer new lands and fundamentally changed the way of agricultural reclamation in North America. The locust plague in both countries shows that there are significant similarities between the two countries in terms of the occurrence of locusts, the causes of locusts and locust responses both from the point of view of technological history and from the history of sociology, as well as the different political Institutional and Cultural Background Disaster Response Differences.
