针对现阶段水价制定模式对大型跨流域、跨区域调水工程存在的局限性问题,探讨了按投资和用水量逐级由上游向下游分摊计算供水成本的方法,对现阶段水价制定方法改进和完善,分别提出了同网同价、考虑投资组成影响、工程运行费影响和抽水电费影响的4种水价制定模式,引入了折算距离概念和水价修正计算方法,以达到水价计算的准确性。
In view of the limitation of large-scale inter-basin and inter-regional water diversion projects, this paper discusses the method of sharing the water supply cost by upstream and downstream according to the investment and water consumption step by step. In the light of the current water pricing method improvement and Perfect and put forward four kinds of water pricing models with the same price of the same network and considering the impact of investment composition, operation cost of the project and the impact of pumping electricity and water tariffs, introduced the concept of conversion distance and the calculation method of water price correction in order to achieve the accuracy of water price calculation.
