在世界范围内现行的篮球规则当中,对篮球运动的发展影响较大的是FIBA(国际篮球联合会)和NBA(美国全美篮球协会)两套规则,FIBA的规则具有全球性、业余性、指导性和变动性,它重在促使篮球运动在世界范围内的普及;NBA的规则具有很强的竞技性、欣赏性、娱乐性和商业性。从20世纪90年代以后,随着奥运会和世界篮球锦标赛等国际性赛事的成功举办,FIBA与NBA之间的交流逐渐多了起来,尤其是NBA从一开始就给了世人以耳目一新的感觉,球员精湛的个人技艺和球队完美的战术配合,使人们充分享受到了篮球带来的乐趣;同时FIBA下属的许多会员国家的联赛水平也在大幅度地提高,尤其是欧洲的篮球,经常在国际大赛上有不俗的表现,因此,FIBA与NBA这两个篮球协会开始互相关注对方的发展,关注对方使用的规则的变化,所以,对此进行研究。
