进入21世纪以来,中日两国在安全问题上的矛盾日益突出。由于在区域性安全保障机制上不够健全和有效,致使两国在安全上仍然存在隐患,进一步完善和加强该机制以弥补其的制度性缺陷,对中日长期友好及东亚和平与稳定具有重大意义。为此,本文从维护国家安全利益出发,建立地区性多边和双边安全保障体制,在中日安全保障机制的完善和建构方面进行探索和尝试。
Since entering the 21st century, the contradictions between China and Japan on security have become increasingly prominent. Due to the imperfect and effective regional security assurance mechanism, there are still hidden dangers in the security of both countries. To further improve and strengthen this mechanism to make up for its institutional deficiencies is of great significance to the long-term friendship between China and Japan and the peace and stability in East Asia . Therefore, based on the interests of national security, this paper establishes a regional multilateral and bilateral security guarantee system and explores and tries to perfect and construct the security guarantee mechanism between China and Japan.
