制约我国产业结构转换有就业、需求、资金、技术和制度结构等方面的因素。为此 ,作者提出了相应的政策建议 :完善劳动力市场体系 ,切实减轻农民负担 ,加大制约农民消费水平提高的农村基础设施建设的投入 ,有效提高我国经济转轨过程中的资本形式能力 ,加速工业化进程 ;政府行为应加速原来计划命令型向政府主导型市场经济发展模式转变 ,更多利用间接的市场化的手段 ,“有所为有所不为” ,加快新技术的广泛应用和主导产业的核心地位确立。
