“十五”计划纲要明确提出要建立国家战略石油储备,维护国家的能源安全。现在,我国建立国家石油储备的条件已经具备。建立石油储备是经济发达国家形成的共识,是自20世纪70年代初以来历经数次石油危机的教训和经验所得。采取这种做法的不仅仅是那些石油净进口国,也包括了相当多的石油净出口国。随着经济的快速发展,近年来我国国内石油需求增长较快。尽管我国是石油生产大国,但受资源条件制约,国内原油生产已经远远不能满足需求,致使石油进口数量逐年增加,自1993年起我国成为石油净进口国。2000年我国净进口石油约7000万吨,石油消费对进口的依赖程度达到约30%。未来10~20年我国石油消费对国外资源的依赖程度将进一步提高,这将严重影响我国石油供应安全乃至经济
The Outline of the Tenth Five-Year Plan explicitly proposed the establishment of a national strategic oil reserve to safeguard the country’s energy security. Now, the conditions for establishing a national petroleum reserve in our country are already available. The establishment of oil reserves is a consensus reached in economically developed countries and is the result of lessons learned and experience gained from several oil crises since the early 1970s. Not only those who net oil imports, but also include a considerable net exporter of oil. With the rapid economic development, the demand for domestic oil in China has been growing rapidly in recent years. Although China is a major oil producing country, due to the restriction of resources, the domestic crude oil production is far from meeting the demand. As a result, the oil import volume has increased year by year. Since 1993, China has become a net oil importer. In 2000, China imported about 70 million tons of net oil and its dependence on imports reached about 30%. In the next 10 to 20 years, the dependence of China’s oil consumption on foreign resources will further increase, which will seriously affect China’s oil supply security and even the economy
