一、规划背景黟县位于安徽省南部,是徽文化的发祥地,我国宋代以来徽州“一府六县”的重要组成。黟县历史悠久,遗产丰富,田园景观突出,境内的西递、宏村是举世闻名的世界文化遗产。黟县遗产最大的特色在于,其拥有皖南地区规模宏大,田同生态环境完整,文化遗产集中的盆地区域。在270平方公里的盆地范围内,集中了世界文化遗产在内的历史性村落多达29处,登记不可移动文物
