基础研究与人才培养的紧密结合是科学技术发展的客观规律,也是世界上发达国家共同的成功经验。而高等学校正处在人才培养和科学发明与创造的交汇点上,因此,世界各经济发达国家都将基础研究的重点放在高等学校。美国总统科学报告《科学与国家利益》中明确指出:拥有训练有素的科学家和工程师的人才库是我们保持基础科学和工程科学世界领先地位,并且使其不断发展而成为资本的主要源泉。这些科学家和工程师是解决挑战问题而提供新思想和新方法的源泉,美国政府应当承担起促进新的科学知识的传播和培养青年科学人才的职责。当今世界,科技实力已成为经济竞争的制高点,成为决定综合国力的关键因素,许多新的科学发现、发明创造,往往首先在大学里萌发和产生,然后逐步向社会扩散,发展成为现实生产力。国家应该高度重视高校的这一宝贵资源,充分发挥其作用,为现代化建设服务。
The close combination of basic research and personnel training is an objective law governing the development of science and technology and a common success story of the developed countries in the world. However, colleges and universities are at the intersection of talent cultivation and scientific invention and creation. Therefore, all developed countries in the world place basic research emphasis on higher education. The Science of the State and the National Interests of the U.S. President's Science Report made it clear that having a pool of well-trained scientists and engineers is a major source of capital as we maintain a leading position in the world of basic sciences and engineering sciences and continue to evolve. These scientists and engineers are the source of new ideas and new methods to solve the challenge problem. The U.S. government should assume the responsibility of promoting the dissemination of new scientific knowledge and training of young scientists. In today's world, the strength of science and technology has become the commanding point in economic competition and has become the key factor in determining overall national strength. Many new scientific discoveries, inventions and innovations are often first germinated and produced in universities and then gradually spread to the society and become real productive forces. The state should attach great importance to this precious resource of universities and give full play to its role in serving the modernization.
