人口是水库淹没影响实物指标的重要组成部分 ,是移民安置规划的重要依据。针对西霞院水库实物指标调查过程中出现的问题 ,结合小浪底水库移民工作的实际经验 ,对移民人口调查提出以下几个应注意的问题 :①农村实物指标调查以户为基础 ,移民每户情况不尽相同 ,不同户型在调查内容、安置规划处理上均不尽相同 ,因此调查时要对不同户型进行合理分类 ;②在调查中每户均涉及是否分户问题 ,不合理分户会增加移民安置规划和实施的难度 ,因此要进行合理分户 ;③不同性质的人口在移民安置规划中处理方式不同 ,因此应调查清楚其人口性质 The population is an important part of physical indicators that affect the inundation of reservoirs and is an important basis for resettlement planning.
