保障措施是指在重大工作、工程、生产活动或计划中 ,对于目标任务的实施完成起保证支撑作用的配套条件。黄河水利委员会在编制新世纪第一个改革发展五年计划时 ,特意增加了相应的保障措施。主要包括 :深化各项体制改革 ,建立多层次、多渠道稳定的投入机制 ,建立健全水法规政策体系 ,提高治黄队伍素质 ,注重科技治黄、强化管理。为保证黄委改革发展五年计划的顺利完成 ,必须强化和落实各项保障措施。
Safeguard measures refer to the supporting conditions for guaranteeing the implementation of the target tasks in major tasks, projects, production activities or plans. When formulating the five-year plan for the first reform and development of the new century, the Yellow River Conservancy Commission specially increased the corresponding safeguards. Mainly include: deepen the reform of various systems, establish a multi-level, multi-channel and stable investment mechanism, establish and improve the water laws and regulations policy system, improve the quality of the Yellow River Troops, pay attention to science and technology to cure the yellow, strengthen management. In order to ensure the successful completion of the five-year plan for the reform and development of the Yellow River Committee, various safeguard measures must be strengthened and implemented.
