当前,我国建设工程领域已经全面进入了工程量清单计价时代,但是从招标的效果来看,工程量清单计价办法的实施仍没有达到更有利于市场竞争、降低造价的目的。针对甘肃省房屋建筑工程招投标领域实行工程量清单计价后的中标情况进行统计,引入中标价限价偏差率的概念,中标价限价偏差率分布呈现严重的正偏态。分析其产生的原因,一方面是综合评标法存在严重缺陷,另一方面招投标领域可能存在违规、违法行为,这种现象不仅会导致招标人遭受严重经济损失,还会严重地侵害相关市场主体的合法利益,破坏招投标领域中公平自由的竞争秩序,妨碍招投标竞争机制功能的发挥。对此提出完善评标办法、完善建筑行业的信用制度和加强建设市场信息公开平台等改进措施,建立科学、公正、有保障的评标体系。

In this regard, we put forward measures to improve the bid evaluation system, improve the credit system in the construction industry and strengthen the open platform for building market information so as to establish a scientific, fair and secure bid evaluation system.
