一段时间以来，对有关部门提出的“海域使用证”的发放是否合理，颇有争议。发证就要收费，这个收费的标准是：每年每亩海域不得低于１００元。收费的主要对象是广大从事海水养殖业和定置捕捞业的渔（农）民。那么这费收的是否合理、是否符合国情、是否符合国家关于促进农民增收的相关经济政策？我国海水养殖业现状如何？是不是我们沿海的养殖渔民已富裕到国家非征收这笔费用不可的程度？本文从我国海水养殖业发展现状、海水养殖从业主体构成、海水养殖渔民收入情况等三方面并以大量的事实和详实的数据说明了这个问题。
Over a period of time, it has been quite controversial whether the issuance of the “Certificate of Use of the Sea Area” put forward by the relevant departments is reasonable. Certification will be charged, the standard fee is: not less than 100 yuan per mu of sea area per year. The main object of charge is the vast majority of engaged in marine aquaculture and fishing (agricultural) farmers. So is this fee charged reasonable, is it in line with the national conditions, is it in line with the state on the promotion of farmers income-related economic policies? China’s aquaculture industry status quo? Is not our coastal fishermen have been rich enough to the national non-levied this fee? This article illustrates the problem from three aspects: the development of mariculture industry in our country, the main body of mariculture, the income of mariculture fishermen, and so on, with plenty of factual and detailed data.
