近几年非洲大陆不断发现储量丰富的大油田,引起全球经济界和能源界的广泛关注。世界跨国石油公司和大型独立石油公司都加大了对非洲石油的投资力度。尽管非洲政治局势不是很稳定,但相对于中东、里海的产油区而言,该地区各种矛盾较为缓和。而且非洲石油由若干彼此没有历史联系的国家分享,目前还没有形成大国利益格局。除尼日利亚以外,撒哈拉以南非洲产油国均不是OPEC成员,不太可能出现联合起来一致对外的现象。非洲大陆良好的资源前景和鼓励外国投资的政策成为我国开发利用海外资源的首选地之一。
In recent years, the African continent continues to find large reserves of oil-rich fields, causing widespread concern in the global economy and the energy sector. Both the world’s transnational oil companies and large independent oil companies have stepped up their investment in African oil. Although the political situation in Africa is not very stable, the contradictions in the region are more moderate than those in the Middle East and the Caspian Sea. Moreover, oil from Africa is shared by a number of countries that have no historical link with each other, and the pattern of the interests of major powers has not yet been formed. With the exception of Nigeria, oil-producing countries in sub-Saharan Africa are not members of the OPEC and are unlikely to emerge as unanimous foreign partners. The good resource prospects of the African continent and the policy of encouraging foreign investment have become one of the preferred places of development and utilization of overseas resources in our country.
