本文采用CDM访谈方法,访谈了来自消防中队、中国国际救援队、民间救援组织等一线应急指挥人员16人。通过对访谈数据的整理分析,识别出我国一线应急指挥人员在应急处置过程中所遭遇的16种压力源,将来源相同的压力源进行合并归类,最终确定了四种主要的压力源,分别是来自事件的相关利益者的压力、情景感知的压力、资源不足的压力以及任务本身带来的压力。分析了压力源在决策过程各阶段的分布情况。在此基础上,提出了我国一线应急指挥人员应对压力的策略建议。
This article uses CDM interview method to interview 16 emergency command personnel from fire brigade, China International Rescue Team and civil relief organizations. Through the analysis of interview data, 16 pressure sources encountered by emergency commanders in the field of emergency response were identified, and the same source of pressure was merged and classified. Finally, four main pressure sources were identified, respectively It is the pressure from stakeholders, the pressure of situational awareness, the pressure of insufficient resources and the pressure of the task itself. The distribution of pressure sources in different stages of the decision-making process is analyzed. On this basis, the author puts forward the tactics and suggestions on how to deal with the pressure of frontline emergency commanders in our country.
