三网融合扩张了图书馆的功能,数字电视图书馆、移动数字图书馆、在线学习、流媒体服务将随之成为图书馆服务的重要形式。图书馆使用著作权作品的形式呈现出多样性,图书馆著作权诉求也发生新的转移:由复制权扩大到表演权、放映权、广播权、展览权、信息网络传播权等领域。因此,赋予图书馆的著作权待遇应与图书馆的功能相匹配。
