本文认为 ,把“三个代表”重要思想确立为党必须长期坚持的指导思想 ,反映了我们党对历史发展的基础、条件和动因有了切合执政实践的新认识 ,表明我们党对加强执政能力建设的认识达到了一个新的高度 ;“三个代表”重要思想是从党所处历史方位的发展变化中取得的对马克思主义理论品质的新的自觉 ,它对党执政能力建设实践的指导是与时俱进的 ;“三个代表”重要思想作为衡量党执政能力建设的根本尺度 ,是真理标准和价值标准相统一、合规律性和合目的性相统一的尺度 ,是更高层次的哲学综合。
