通过问卷调查法和访谈法相结合的方式对192家高校学术期刊的外部审读情况进行调查与分析发现,高校学术期刊外部审读的情况整体较好;大部分期刊或实行刊前审读或实行刊后审读,刊前和刊后均审读的期刊比例较低;外部审读的内容重质量轻形式;外部审读基本上有反馈结果,但很少有期刊将审读结果作为考评的重要依据;绝大部分编辑认为,外部审读会提高刊物质量和编辑业务水平,但外部审读也会产生诸多消极影响。建议进一步完善外部审读制度,以促进高校学术期刊质量水平的提升。
