朝鲜民主主义人民共和国政府于1991年12月28日宣布:朝鲜北部城市罗津及其邻接地区的先锋郡为自由经济贸易区,和在这一地区的罗津港、先锋港以及清津港为自由贸易港。这一地区位于中、朝、俄三国交界的图们江下游三角地带,是东北亚的中心,具有优越的地理优势、丰富的自然资源及人力、物力潜力。有望成为东北亚与地区性、世界性经济合作与发展的中心地。这一地区的开发工作将分三个阶段进行:
The Government of the Democratic People’s Republic of Korea announced on 28 December 1991 that Pioneer County, a northern city of North Korea and neighboring areas, is a free economic and trade zone as well as the ports of Lojin, Pioneer and Qingjin in this region are Free trade port. This area is located in the delta of the lower reaches of the Tumen River at the junction of China, North Korea and Russia. It is the center of Northeast Asia and has superior geographical advantages, abundant natural resources, and potential for human and material resources.
