一、沈阳市实施养老保险管理服务社会化的现状养老保险管理服务社会化,就是按照政事分开的原则,在政府的指导下,把从企业事业单位分离出来的一系列社会保障事务,交由有关社会服务机构承担,充分体现保障制度的社会性。具体而言,是指由社会保险经办机构和社会服务机构,提供社会保险的管理和服务工作。其主要内容是:社会保障事务由社会保险经办机构和其他社会服务机构管理;养老、失业等保险金由社会保险经办机构或其委托的银行、邮局等机构发放;社会保障对象中的退休人员、低保人员等由社区组织统一管理。开展社会化管理服务,其意义可从以下几方面来认识:第一,是建立和完善独立于企业事业单位之外的社会保障体系的重要内容和主要目标,是社会主义市场经济发展的必然要求,也是世界各国通行的做法。第二,是配合产业结构调整,支持国有企业改革,切实减轻企业事业单位社会事务负担的重要举措。第三,是切实保障广大社会保险对象的生活、保持社会安定团结的需要。
