为应对各种突发公共事件,我国已出台了不少相应的法律和法规根据这些法律法规,我国西部各省已经建立了相应的行政应急法律管理体系,这些法律法规的相继出台,为预防西部发生的各类突发事件,提供了法律基础和执法依据。但我们还必须看到,由于西部地区的特殊性,健全西部地区突发事件应急管理法律体系依然任重道远。为了应对日益复杂的突发公共事件,除了构建严密的立法框架体系外,还必须在立法框架体系内填充相应的制度体系。
