近年来,各级政府推进建筑节能的政策力度很大,实际建筑节能工作却发展缓慢。本文以此为出发点,从目前我国在新建建筑节能管理中的行政手段入手,分析了当前我国发展建筑节能过程中存在的主要问题。然后以政府、开发商和供应商为建筑节能工作的三大主体,建立三大主体之间的博弈损益模型,计算纳什均衡解,为政府合理的确定激励惩罚措施及力度提供理论依据。
In recent years, governments at all levels to promote energy-saving building a strong policy, the actual construction of energy-saving work has been slow to develop. This article takes this as the starting point, starting from the current our country in the new building energy-saving management’s administrative means start, has analyzed the present our country to develop the building energy-conservation process existence main question. Then, taking the government, developers and suppliers as the three main subjects of building energy conservation work, this paper establishes the game profit and loss model among the three main subjects, calculates the Nash equilibrium solution, and provides a theoretical basis for the government to determine the incentives and punishments that are reasonable.
