1994年 1月 1日生效的北美自由贸易协定 (NAFTA)对墨西哥的政治、经济及外交政策产生了重要的影响。究竟是弊大还是利大 ,对这一问题的争论从NAFTA生效至今就从未停止过。在NAFTA生效 10周年之际 ,对这一问题的争论更加激烈。墨西哥近年的经济停滞是否与NAFTA有关 ,是这场争论的主要核心。争论的各方根据不同的统计数字、从不同的角度得出了完全不同的结论。争论的结果 ,对墨西哥未来的经济战略调整及正在进行的美洲自由贸易区谈判将产生重要的影响。为此 ,拉美所国别室于 2 0 0 4年 9月 2日举行了“北美自由贸易协定 10周年回顾”研讨会。现将主要发言人的文章摘编发表 ,以飨读者。
The North American Free Trade Agreement (NAFTA), which entered into force on January 1, 1994, has had a significant impact on Mexico’s political, economic and foreign policy. Whether it is big or big is bad, the debate on this issue has never stopped before the entry into force of NAFTA. On the tenth anniversary of the entry into force of NAFTA, the debate on this issue is even more fierce. Whether Mexico’s economic stagnation has been linked to NAFTA in recent years is the main focus of this debate. According to different statistics, the parties to the controversy have drawn entirely different conclusions from different perspectives. The outcome of the controversy will have a major impact on Mexico’s future economic readjustment and the ongoing negotiations on the America’s Free Trade Area. To this end, the Latin American country office held a seminar on “Review of the 10th Anniversary of North American Free Trade Agreement” on September 2, 2004.
