十年改革,使我国经济建设和人民生活发生了巨大的变化,各方面都取得了举世瞩目的成绩。进入九十年代,我国经济将按照党的十三届五中全会的决定,进一步进行治理整顿和深化改革。这是关系我国经济长期持续、稳定、协调发展的重大决策,是今后几年经济工作和改革的指导方针和主要任务。治理整顿和深化改革是克服当前暂时困难的积极政策和措施,二者是完全一致的,决不能把它们对立起来。治理整顿不仅为深化改革和保证改革的健康发展创造有利条件,而且它本身也需要改革的配合,在治理整顿期间,改革要围绕治理整顿来进行,并为它服务。治理整顿和深化改革都是为了实现经济的持续、稳定、协调发展。因此我们要积极地围绕治理整顿的目标和任务,不失时机地有计划地推进各项改革。 The reform of the past decade has undergone tremendous changes in our economic construction and people’s livelihood, and achievements have attracted worldwide attention in all aspects. Into the nineties, China’s economy will follow the decision of the Fifth Plenary Session of the 13th CPC Central Committee to further rectify and deepen reform. This is a major policy concerning China’s long-term sustained, stable and coordinated development of economy. It is the guiding principle and major task of economic work and reform in the next few years. Governance rectification and deepening of reforms are positive policies and measures to overcome the current temporary difficulties. Both of them are completely consistent and they must never be opposed to each other. To rectify and rectify this situation not only creates favorable conditions for deepening the reform and ensuring the sound development of the reform, but it also requires the cooperation of reforms. During the period of rectifying and reorganizing, the reform should be conducted around the rectification and management and serve it. Governance, rectification and deepening of the reform are all aimed at achieving sustained, stable and coordinated economic development. Therefore, we must take the initiative to focus on the objectives and tasks of rectifying the consolidation and seize the opportune time to systematically promote reforms.
