提高国有经济控制力是上海经济发展的现实要求和加入 WTO 后保障国家经济安全的需要。要着眼于提高国有经济活力,按照“有所为、有所不为”的原则,从战略上全方位调整国有经济布局和改组、改造国有企业,加快建立现代企业制度,推进产权制度创新,优化国有资本结构。非公经济是上海经济发展的重要组成部分,上海城市综合功能的强化、经济实力的增强,都要求大力发展非公经济,而且实践也证明,非公经济已成为上海经济发展新的推动力。从上海现状看,非公经济仍有很大的发展空间,要创造公开、公平、公正的政策环境,鼓励发展非公经济。同时,要积极探索发展混合所有制经济。与产业结构调整同时进行的所有制结构调整完善,是从“软件”的角度对产业结构调整起促进作用。生产力水平的多层次性和所有制结构的多样性,是我国社会主义初级阶段的基本特征。

Non-public economy is an important part of Shanghai’s economic development. The enhancement of Shanghai’s comprehensive urban functions and the enhancement of economic strength require the development of non-public economy, and practice also proves that non-public economy has become a new driving force for Shanghai’s economic development. Judging from the status quo in Shanghai, the non-public economy still has ample room for development. We must create an open, fair and equitable policy environment and encourage the development of non-public economy. At the same time, we must actively explore the development of a mixed ownership economy. The adjustment and perfection of the ownership structure carried out simultaneously with the readjustment of the industrial structure is a contribution to the readjustment of the industrial structure from the perspective of “software”. The multi-layered nature of the productive forces and the diversity of the ownership structure are the basic characteristics of our country’s primary stage of socialism.
