On April 16, 2003, the leaders of the 15 EU member states and 10 candidate countries gathered in Athens, the capital of Greece, and formally signed the 10th Central and Eastern European Treaty of Accession. After 10 candidate countries have fulfilled the corresponding approval procedures, they will May 1st 2004 officially joined the European Union. This not only marks the completion of all the substantive work of the largest expansion in the history of the European Union, but also will serve as Europe.
