当政府间分权与地方治理联姻时,既有文献并没有令人信服地发现二者之间具有相互促进作用的确凿证据,答案似乎总是似是而非。基于既有文献的集中度,本文将评述如下几个命题:在政府间分权的条件下,公共服务提供的效率和公平是否能够同向增加?财政分权是否必然带来经济增长?辖区之间的竞争是否会产生合意的结果?地方发展动力是否有增强的可能?地方政府俘获和腐败是否有减少的趋势?
When interdependence between government and local governance is marred, the existing literature does not convincingly find conclusive evidence of their mutual promotion, and the answer seems always plausible. Based on the concentration of the existing literature, this article will comment on the following propositions: Under the conditions of inter-government decentralization, whether the efficiency and fairness of public service provision can be increased in the same direction? Does fiscal decentralization necessarily bring about economic growth? Will there be any satisfactory results in the competition between the two countries? Are there any potentials for enhancing the local development momentum? Are there any trends in the capture and corruption of local governments?
